Russia's Transport Ministry has completed a draft overhaul of the traffic code that would tighten rules on e-scooters, e-bikes and similar devices, Meduza reported, citing the business daily Kommersant. The draft is due to be published soon for public consultation.
Under the proposals, e-scooters and e-bikes with motors rated between 250 watts and 4 kilowatts would be treated as mechanical vehicles, requiring a category M driving licence and barring them from pavements and pedestrian areas. Delivery couriers would also be banned from riding on pavements. Children under 16 would not be allowed to ride in public areas such as streets and squares, two people would be barred from sharing one scooter, and paid parking would be introduced for such devices. Vladimir Putin asked ministries in March to consider banning couriers' e-bikes from pavements.
