Nigeria's House of Representatives has passed the first reading of a bill that would bar landlords in the Federal Capital Territory, which includes Abuja, from requiring more than 12 months' rent in advance, Premium Times reports.
The bill, sponsored by Paul Nnamchi of the APC with Ahmed Doro of the PDP, would apply to both homes and commercial premises. It would also ban attempts to get round the limit through extra charges, compulsory service fees or artificial tenancy renewals. Tenants could still choose to pay more upfront, but only if they offer to and the arrangement is put in writing.
The proposed law would also create a rent regulation and tenants' protection authority for the territory to enforce the rules and handle disputes between tenants and landlords. A first reading is only the opening stage of the legislative process.
