A UN commission of inquiry has concluded that Russia's repeated attacks on Ukraine's energy infrastructure amount to war crimes because they use winter cold as a weapon against civilians, Al Jazeera reports, citing Reuters.
The Independent International Commission of Inquiry on Ukraine set out its findings in a report to the UN General Assembly on Monday. It covers strikes on heating plants, power lines and gas facilities since autumn 2022, and says waves of hundreds of drones and missiles at a time have grown in frequency and reach.
The report focused on the harsh winter of 2025-26, when temperatures fell to minus 21C and millions of Ukrainians faced long cuts to heating, power, water and gas. It found that Russian commanders knew the targeted facilities were essential to civilians, and that the attacks were intentionally directed at civilian objects.
