District heating bills are going up across Estonia this winter, with rises ranging from about 1 per cent in Tartu to more than 30 per cent in Narva, ERR News reports.
Competition Authority chief Evelin Pärn-Lee said Tallinn faces an 8.5 per cent increase and Pärnu nearly 14 per cent, with tariffs across the country ranging from €53 to €150 per megawatt-hour. Narva relies entirely on expensive natural gas. Its mayor, Jaan Toots, said the price could fall from €137 to about €65 if Enefit Power is allowed to burn shale oil under a conditional permit.
In Tallinn, the regulator approved a new maximum price of €84 per megawatt-hour for Utilitas from mid-November. The company blamed a doubling in gas prices and higher costs for wood chips and other inputs, and hopes a new heat pump plant will hold prices down.
