A British open-source research group has identified 25 military commanders who were present at sites in Sudan where sexual violence was reported during the war, Al Jazeera reports.
The Centre for Information Resilience examined five locations and periods, matching verified footage of commanders with evidence collected by the United Nations, rights groups and Sudanese organisations. Its findings cover both the paramilitary Rapid Support Forces and the Sudanese Armed Forces, as well as their allies. The group says the commanders held authority where abuses were reported, but it does not establish that each one personally committed or ordered rape.
Among those named is an RSF major who appeared in a video posted in October 2025 that the group describes as explicit incitement to rape. A UN fact-finding mission has documented mass rape during the RSF takeover of el-Fasher.
