The first ministers of Scotland and Wales have told Prime Minister Andy Burnham that any further transfer of powers to local councils in their nations is for their own parliaments to decide, The Guardian reports.
Mr Burnham met John Swinney and Rhun ap Iorwerth in Glasgow to discuss giving local areas more say over jobs and reindustrialisation, mirroring plans for English mayors set out in Wednesday's budget. Downing Street called the talks constructive.
Mr ap Iorwerth said devolution within Wales was solely for the Senedd, while Mr Swinney said he had been assured Holyrood would not be bypassed. Before the meeting, Defence Secretary Wes Streeting had accused the Scottish government of holding on to powers rather than passing them down. Northern Ireland's first minister, Michelle O'Neill, stayed away after a row between Sinn Féin and the DUP.
