Anthropic pitches AI safety bill that could block a model if 50 or more lives are at risk

·

Anthropic has been circulating a draft AI safety bill that it hopes Congress will consider, under which the release of an AI model could be blocked in certain extreme scenarios, TechCrunch reports, citing Politico. The threshold would be a foreseeable, imminent risk of more than 50 deaths or over $1 billion in property damage arising from a biological weapon, a cyberattack or a model escaping its developer's control, similar to California's recently passed SB 53.

Under the draft, independent evaluators registered with the US Commerce Department, who could be paid by AI labs provided payment did not depend on results, would have 72 hours to report such a risk. The department would then have to ask a Washington DC judge to halt the release. An Anthropic spokesperson confirmed the draft to Politico, saying it reflected the company's Advanced AI Framework.
