Sei Chun-hing, a district councillor in Hong Kong's Yuen Long, has received a 30-month prison term for unlawful sexual intercourse with a girl under 16, Hong Kong Free Press reported. The District Court passed sentence on Monday, after convicting him in September of the offence, which happened more than a decade ago.
The girl, known in court as X, was 13 at the time. Sei was acquitted of an indecent assault charge relating to an earlier period, when she was 11. Judge Stanley Chan said Sei showed no remorse and that his defence had not recognised the trauma suffered by the victim, with whom he was in a relationship at the time. The court received nine mitigation letters, including from his wife and fellow district councillors, but none from Sei himself. The judge said sexual offences involving young children must attract deterrent sentences.
