A South African High Court judge has set aside Trade Minister Parks Tau's decision to award the fourth national lottery licence to Sizekhaya Holdings and ordered him to consider the bids again, according to a report carried by AllAfrica. Judge Norman Davis in Pretoria found that a ministerial committee had carried out an unlawful parallel evaluation whose report influenced the May 2025 award.
The case was brought by losing bidders Ithuba Lottery and Ringeta Consortium. The minister must now decide afresh without relying on the committee's report. The judge suspended his declaration of invalidity for 12 months, allowing six months for a new decision and six more to agree a new licence if needed. In the meantime Sizekhaya will continue to run the lottery.
