US and European officials told the Kyiv Independent that efforts to let Belarusian potash ship again through Lithuanian harbours are coming chiefly from envoy John Coale, not from a settled White House line. They described scant enthusiasm for the idea inside the administration and cast Coale as freelancing after talks with Minsk. Baltic governments have kept those export routes constrained since Russia’s full-scale assault on Ukraine. The account underlines friction between outreach to Belarus and allies’ insistence that sanctions still bite.
