The US Treasury has proposed a rule that would tighten restrictions on American investment in sensitive technologies in countries it regards as adversaries, including China, Russia and North Korea, PBS NewsHour reports, carrying Associated Press coverage. The proposal would extend the outbound investment controls to hypersonic systems, supercomputing, biotechnology and artificial intelligence, which the department called "superintelligence".
The programme began under a 2023 executive order by Joe Biden covering semiconductors, quantum computing and AI in China. Congress codified and widened it in December 2025 to cover more technologies and countries, including Cuba, Iran, North Korea and Russia.
The inclusion of Russia comes days after President Donald Trump waived sanctions on Moscow following a diesel deal with Vladimir Putin. Craig Singleton of the Foundation for Defense of Democracies said the rule showed Washington was tracking where US capital was flowing.
