Ukrainian President Volodymyr Zelensky held a phone call with US Secretary of State Marco Rubio on Tuesday, describing it as substantive, the Kyiv Independent reports.
Zelensky said they discussed interceptors for ballistic missiles, early warning of Russian ballistic missile attacks, and problems with the Starlink and Starshield satellite services. Ukraine's early-warning system, which depends on US intelligence, has suffered recent outages that US officials have blamed on bad weather and a software fault, while satellite disruptions have hampered Ukrainian drone operations.
The call comes as Kyiv accuses Washington of using military aid and technology as leverage to stop Ukrainian strikes on Russian oil refineries. Ukrainian officials told the Kyiv Independent that Defence Secretary Pete Hegseth has yet to approve the transfer of a large batch of Patriot interceptors. President Trump has criticised the refinery strikes as fuel prices rise.
