Negotiating teams from Ukraine, Russia and the United States are due to meet in Abu Dhabi in the first half of November to begin peace talks, President Volodymyr Zelensky has said, the Kyiv Independent reports.
Speaking by video to the Hudson Institute, Zelensky said Ukraine was ready to meet at any time but that it depended on Moscow, adding that a meeting expected in October had not taken place. Talks would start at technical level and could lead to a meeting between Zelensky, Vladimir Putin and Donald Trump if they made progress.
Zelensky said any deal must include strong security guarantees and involve Europe, and that a large Ukrainian army would need funding for at least ten years. He also said speed restrictions on Starlink and its military version, Starshield, remained in place and that deliveries of interceptor missiles were still delayed.
