Kenya's High Court has ruled that announcements by President William Ruto giving teachers and police officers priority for affordable housing have no legal effect, AllAfrica reports.
Justice Patricia Nyaundi Mande found that statements the president made in June and September 2025, including a plan to reserve 20 per cent of units for the two groups, were not backed by legislation or an established policy. Housing must instead be allocated under the Affordable Housing Act and its regulations.
The petitioners argued that every Kenyan has an equal constitutional right to housing. The judge said executive power can help carry out the law but cannot change it or create new preferences, and that the president's constitutional powers do not allow him to override Parliament. The respondents had conceded that the announcements had no legal force.
